Local Alert! Thieves Pose as Utility Workers
Taraval Station’s Captain Chignell advises neighbors in this area to be on the alert for robbers posing as utility workers.
ALERT “We have had a number of burglaries where multiple suspects pose as Water Department employees, seeking access to a residence, requesting to ‘test the pipes.’ Once they gain access, they steal items inside the victims houses,” says Taraval Police Station’s Captain Paul Chignell.
The latest group of suspects are three Hispanic males in black clothing who drive a black pickup truck. “Do not let people into your residence unless you verify by phone that the employees are legitimate,” Captain Chignell urges. They prey primarily on seniors, so neighbors of seniors should call 911 if they observe suspicious behavior.
VANDALISM ALERT We have had numerous recent instances of tire slashings and other vehicle vandalism in Ingleside Terrace and Golden Gate Heights. We have intensified patrols in both areas. Please call if you see anything or anyone suspicious, particularly from 7:00 pm until 7:00 am.
ALERT West Portal residents have been concerned with teens who drink alochol and loiter in the evening hours at the West Portal playground. Night Lieutenants John Feeney and Michael Caplan have formulated a plan for frequent passing calls and enforcement. You will see this situation abated.
ALERT Neighbors have seen an increase in loitering, drug dealing, reckless driving and related issues with students and non-students around Lincoln High School. The Taraval Neighborhood Team led by Sgt. Robert Padrones will be quite visible around the school in the coming days. Also, solo motorcycle officers Larry Chan and Regina Berrigan will be conducting strict traffic enforcement in the area.
ALERT The Taraval has been experiencing a rash of strongarm robberies in the Lowell High School/Stonestown area. We have been saturating the area with decoy and plainclothes officers to attempt to catch these predators. The suspects are a group of 3-4 young African-American males who prey upon lone women or teenage victims. Please call if you see any suspicious activity, particularly incidents that appear to be street fights but are actually strongarm robberies. The suspects are looking for purses, cell phones and Ipods. The incidents are occurring in the late afternoon and early evening hours. Please call us when you see suspicious persons or activity. Officers Moli Finau, Michael Evans, Joseph Everson, Matthew Seavey and Aaron Lozada responded on a domestic violence case where a man had beaten his ex-girlfriend about the face. The woman fled to a nearby garage where the officers located her after arresting her boyfriend a few blocks away. The suspect, who lives on the 1600 block of 35th Avenue, was charged with domestic violence. Case #080831342

Two roommates became embroiled in a dispute over the landlord criticizing them for leaving a door open. One of the roommates grabbed a knife and stabbed the victim in the wrist area and between the fingers causing injuries. Officers Francis Feliciano, Travis Pitcher, Thomas Chu, Nathaniel Manalang and Christina Pena responded to the scene and retrieved the knife and arrested the suspect for felony assault. Officers Duane Elzey and Gregg Gotelli were on patrol in plainclothes when they were stopped at a red light at Junipero Serra and Ocean. To the left of them was a vehicle with no front license plate, occupied by three males, one appearing elderly and sickly in the back seat. The officers observed a suspect in the front passenger area smoking a pipe that they knew from their training and experience to be a narcotics ingestion as the pipe was in the suspect's nostril and the other end was submerged in a brown medicine bottle. The officers followed the vehicle and alerted uniformed officers Juan Gala, Jose Guardado and Gregory Pak. The latter officers observed the driver commit traffic infractions and they stopped the vehicle at Ocean and Jules. At the time of the traffic stop the passenger attempted to secrete the pipe and the officers saw that there was cocaine residue in the pipe. They determined that the man in the backseat was unrelated to the men in the front seat but was being conveyed to a bank to withdraw money. The driver of the vehicle was operating the vehicle without benefit of being licensed to drive. The officers then conducted an investigation and located wads of money that had paper underneath the exterior wad of currency. They also found other evidence that the two men in the front seat were prepared to commit a "Jamaican Switch", a common fraud scheme where suspects tell an unsuspecting victim that they have found a large amount of money and that in return for getting some of the "found" money, the victim must withdraw money from his bank to show good faith. In these fraud schemes the victim is left with a small amount of money wrapped in worthless paper and the victim's bank account is depleted. These schemes occur frequently but rarely result in an arrest due to the stealth of the fraud suspects and the age of the victims. In this instance the officers had interrupted a fraud solely by being alert in their observations. The officers retrieved all of the evidence and found suspected heroin as well. The suspects, who live in Richmond, and have lengthy criminal records, were arrested for attempted grand theft, narcotics and other charges. Case #080827818

A man walked into a drug store and took numerous items and then placed them in a large pocket that had been stitched inside of a coat. He then fled the store on foot towards Sloat Boulevard with employees chasing him. The suspect, who lives on the 100 block of Turk Street, was arrested by Officers Rex Calaunan, Danny Barajas and Joshua Enea at 19th and Ulloa. He was charged with burglary and felony theft, the latter because he had been convicted of theft on prior occasions. Case #080828139

Officers Nathaniel Manalang and Christina Pena responded on a report of a suspicious man in front of a house. They detained the man and found that he was a repetitive stalker who had been harassing a woman and her family for many months. The suspect, who lives in Santa Cruz, was arrested for stalking, trespassing and possession of marijuana. Case #080828496
08/06/08 6:34 pm 800 block of Ulloa
Officers Francisco Perez and Ronald Choy responded on a report of a violent, intoxicated and belligerent passenger on a municipal railway coach who was brandishing a bottle and threatening to kill the passengers on the coach. When the officers arrived they went to the rear of the coach and saw that the suspect was frightening ten passengers including a woman in a wheelchair, and was holding a bottle by the neck. The suspect was tense, about to deliver a strike with the bottle, and was yelling at the innocent passengers. The officers confronted the suspect and delivered a strike with their baton on the arm of the suspect which resulted in him dropping the bottle. The officers then engaged in a violent struggle with the suspect finally subduing him and handcuffing him. The driver of the coach was then able to open the doors and allow the passengers to flee. The suspect, who has a lengthy criminal record and resides in Colma, was arrested for brandishing, resisting arrest and drunk. Case #080826640

The officers attempted to write a citation but the driver yelled a string of obscenities at the officers, and then grabbed the ticket book and threw it on the ground. Officers Sandon Cheung and Joaquin Borromeo went to a tavern on the 1300 block of 9th Avenue where a fight had occurred. During the course of the fight, one suspect injured the bartender and strangled a woman who had intervened. The officers tracked the suspect down at another bar on the 2300 block of Taraval Street and arrested the resident of the 2200 block of 27th Avenue for two counts of felony assault. Case #080817988

A woman was sitting in her apartment when she heard a loud crash. She looked out her window and observed a stranger climbing on top of a light fixture attempting to enter an apartment through a broken window. The suspect finally made entry and a few minutes later came out of the front door carrying a backpack. The woman called ParkMerced Security who spotted the suspect on 19th Avenue and called the San Francisco Police. Officer Kevin Wong heard the broadcast and description of the suspect and spotted him on the municipal railway platform at 19th and Holloway. The suspect was arrested and found to have a laptop computer in his possession belonging to the resident of the apartment that he had just burglarized. The suspect, who lives on Market Street, has been to state prison for burglary, has 39 prior felony arrests and whose birthday is August 4th, was arrested for burglary, receiving stolen property, grand theft and possession of narcotics paraphernalia. A man took his garbage out and saw a suspicious person across the street take a rock and smash it on a windshield breaking the glass. The man tried to stop the suspect but the suspect took off running to the Great Highway. The police were called with Officers James Drilon, James Nguyen, Nelson Yu, Fidel Gonzalez, Arline Gilmore and John Cvetovac responding. The officers spotted the suspect running south on the Great Highway from Santiago. Officer Nguyen found the suspect hiding behind a garbage can. The suspect, who lives on the 100 block of Turk Street, was identified by the witness and cited for malicious mischief. Case #080818538

A number of girls went into the American Eagle store in Stonestown, stole some clothing and then ran out of the store towards 19th Avenue with security in pursuit. The police were called with Officers Richard Soares, Esther Gonzalez, Amanda Cordoba, Scott Biggs, Rolando Escobar and Joshua Enea responding. The officers observed the suspects running across 19th Avenue. The suspects were captured on Winston. Two were identified as the thieves. Officers Tobius Moore, Sandon Cheung, Joaquin Borromeo and Wayne Wong went to the Roberts-at-the-Beach motel on a dispute possibly involving a gun. One of the combatants had left the scene already but one was detained and found to be in possession of suspected crack cocaine and narcotics paraphernalia. The resident of Moraga was arrested. A woman was driving on West Portal when she saw a van go through a stop sign, hit her vehicle and then drive away. Numerous witnesses obtained the license number of the hit and run driver. Officers Jesse Oropeza and Ron Meyer went to the driver's residence on Dalewood and confronted the driver. He stated that he took off because he panicked due to his driver license status. Officers Scott Biggs and Yukio Oshita were working plainclothes when they spotted a known drug dealer, who is on probation, waving down cars and people. The officers stopped, detained the suspect, and then conducted a search of the suspect's nearby residence. The officers found a significant amount of suspected methamphetamine, two illegal knives and two other weapons. The suspect was arrested on a multitude of charges. Case #080805381

A driver struck three vehicles and then fled the scene. Witnesses obtained the vehicle description and it was broadcast over the police radio. Officers Travis Pitcher, Thomas Chu, Francis Feliciano and Christina Pena responded to investigate the case. The vehicle and suspect were last seen going slowly west on Irving. Officers Pena and Feliciano spotted the vehicle parked on the 1300 block of Great Highway. When they approached the vehicle they observed an occupant trying to cover up some beer. The occupant was identified by a witness as the driver of the vehicle in question. The suspect, who gave a post office box as an address, failed field sobriety and chemical tests. He was arrested for driving under the influence and for being unlicensed. Case #080807020

A woman called the police and stated that she saw a suspect on the 500 block of Grafton use a knife to slash the tires of four vehicles. The suspect was in the company of two other subjects. Officers Allan Wong and Paul Wilbus sped to the scene, as they were aware that there had been a repetitive tire slasher who had been operating in the Ingleside Terrace neighborhood a few blocks away and in adjacent areas in recent days during the late night and early morning hours. The officers obtained a description of the suspects and began a methodical search of the area. They located three persons on the corner of Holloway and Capitol who matched the description of the suspects. Officers Antonio Cacatian and Jarome Winesberry arrived and drove the witness close to where the suspects had been detained. The witness positively identified one of the detainees as the man with the knife who had slashed the tires. The officers recovered a knife on the suspect and also elicited information from him that he slashes tires on a regular basis. The suspect, who is 17 years and 11 months old and lives on Jules, was cited and released to his mother. The other detainees, who live on Diamond Heights Boulevard and the 100 block of Miramar, were admonished and released. Case #080807848

A woman looked out her window and observed a man driving a car, crash into a parked car, stumble out of his vehicle, start arguing with his passenger, and then get into the car and drive one block away but then stop again as his vehicle was inoperable. The woman called the police with Officers Jordan King and Justin Erb arriving on the scene. The officers made contact with the driver, who was quite inebriated. He stated that he had not been driving at all and that he was feeling "euphoric". The suspect, who lives on the 1400 block of 48th Avenue, failed field sobriety and chemical tests. He was arrested for drunk driving and hit & run. His euphoria may have dissipated. Case #080795518

Two women were walking along the beach when they noticed a strange man staring at them. The man then walked over to one of the women and suddenly grabbed her privates. The suspect then left and shortly thereafter started following the women again. The women hurried over to a group of men and called 911. Officer Michael Evans responded and saw the suspect running across the Great Highway near Judah. He pursued the suspect and detained him. The suspect, who was positively identified, stated that he was sleepwalking and the woman "made him do it". The resident of the 800 block of Turk was arrested for sexual battery. Case #080801599

Officers Jamie Hyun and Matt Friedman were patrolling a public park. As soon as a man saw the officers, he quickly walked in the other direction. They observed two women acting suspiciously in a vehicle with no license plates. They stopped and found that the women were using marijuana. One suspect, who lives on Hazelwood, was cited for possession of marijuana. The other, who lives on Fuente, was cited for the license plate violation and for having an uninsured vehicle. Officers Danny Barajas and Rex Calaunan went to a rehabilitation facility where a woman was to be admitted but refused to comply with some basic rules at the institution. A dispute occurred and the employee started to call the police on her cell phone. The woman then struck the employee twice with her fist, tried to grab the cell phone, and stated "if I get arrested, I will kick your butt and burn this place down". The suspect then fled on foot. Officers Nanci Stockwell and Latanya Kellogg obtained a description of the suspect and located her at 18th and Taraval. The suspect, who lives on the 200 block of Turk, was identified and arrested for threats, dissuading a witness and battery. She also had an arrest warrant from Alameda County for malicious mischief. Taraval officers have received numerous complaints and made a number of arrests relating to a notorious address on the 200 block of Broad. Officers Scott Biggs and Chris Oshita prepared a search warrant which was signed by a Superior Court Judge. The officers were then joined by Officers Gregg Gotelli, Gregory Pak, Juan Gala, Duane Elzey, Jose Guardado, Ronald Choy, Francisco Perez, Aaron Lozada, Matthew Seavey, Vincent Manalang, Darren Wong, Amanda Cordoba and Sgt. Robert Padrones. Entry was denied at the residence so the officers used a battering ram to enter the residence. Inside they found suspects attempting to secrete and destroy suspected crack cocaine. They located a significant amount of cocaine and other evidence indicating packaging for sale. Three suspects, who reside on Broad, Minerva and Lobos, were arrested for various narcotics violations as well as one for a warrant for driving with a suspended license. Case #080798764

Officers Matthew Seavey and Aaron Lozada were on patrol when they spotted a vehicle doubleparked at 33rd and Vicente with the passenger door open. The driver and three passengers took off in the vehicle upon seeing the officers. The vehicle sped down Vicente at a speed of 60 miles per hour and was finally stopped several blocks away. The officers detained the four persons and a search of the trunk revealed a fully loaded automatic hand pistol with 30 rounds of ammunition. The officers also confiscated an illegal knife. The suspect, the driver, who is 17 years old and lives on Florentine, was arrested on mutliple firearm charges and for reckless driving. His passengers were released to their parents. This is an example where simple police work can lead to an outstanding arrest. Case #080798758

Officers Rex Calaunan and Danny Barajas responded to the 2300 block of Irving on a report of a man with a knife. When they arrived a man started advancing towards the officers with his hands in his sweatshirt pocket. The man stated, "I am heavily armed and I called because I want to hurt somebody". The officers detained the suspect and found him armed with a dirk knife under his sweatshirt, a switchblade knife in his waistband as well as a dagger and metal knuckles in his shirt pocket. A female victim had broken up with her boyfriend for over one year. Since that time the boyfriend had been harassing her and stalking her and making threats. On this date the woman was walking near Walgreen's on Irving street when the suspect drove up in his car, got out of the car and blocked the victim from walking on the sidewalk. He also put his hands on the victim's shoulders to detain her. The victim screamed for help. Lieutenant Michael Caplan was walking in full uniform as he does every night on Irving street when he heard the screams. Lt. Caplan rushed over to the scene and saw the suspect enter his car and start to drive away. The lieutenant yelled to the suspect to stop but the suspect accelerated and drove off, thereby forcing the lieutenant to push off from the car to avoid being hit. Lt. Caplan obtained the address of the suspect and sent Officers Gregory Pak, Ronald Choy, Juan Gala, Francisco Perez and Sgt. Robert Padrones to the residence. The officers arrested the suspect in the foyer of his building. Inspector Richard Quesada and Officers Tigran Antonian, Aaron Lozada and Matthew Seavey assisted in the investigation. A driver hit three parked cars and continued driving until his vehicle would not continue. The girl was evasive and uncooperative. A sister who wanted to make a missing persons report on the girl was located at 37th Avenue and Kirkham. Officers Scott Biggs and Joseph Soares transported the girl to her sister's location. Officers Joe Chang and Tigran Antonian arrived to assist. During the course of the investigation, the girl rushed at the officers screaming incoherently. She then bit Officer Oshita on the forearm and she had to be subdued after a struggle. Sgt. Robert Padrones and Officer Juan Gala were on patrol when they observed two persons secreted in a doorway. When the persons saw the officers, they took off on skateboards. The officers stopped the persons and found that one was on probation with a search condition. A search revealed paint spray cans and markers. The officers then located three areas where the suspects had committed graffiti offenses along West Portal. The suspects, who live on the 1100 block of Brazil and the first block of Lagunitas, were cited. Case #080768109

Officers Juan Gala and Gregory Pak stopped a driver after he threw garbage out of his car window. When they approached the vehicle they observed the driver attempting to ingest a suspected rock of crack cocaine. The suspect then threw the narcotics out of the window and resisted arrest. Officer Kevin O'Leary stopped a vehicle on the 200 block of Pacheco for stop sign, seat belt and cell phone violations. The officer noticed material in the back of the vehicle that could be used for a marijuana growing operation. They also confiscated marijuana from the vehicle. The officer then contacted other Taraval officers and prepared a search warrant for the driver's house on the 700 block of Moraga. A judge signed the warrant. Officers Tigran Antonian, Scott Biggs, Joseph Soares, Chris Oshita, Joshua Enea, Patrice Scanlan, Justin Quintero, Alan Levy, Amanda Cordoba, Leroy Thomas and Jesse Oropeza executed the warrant and found a large marijuana "grow", multiple items of evidence and two firearms. A young man was riding the N Judah when a suspect on the light rail vehicle approached him and grabbed his Ipod. The suspect struggled with the victim and was trying to grab the victim's wallet and cell phone from his pockets. The suspect then pushed the victim down and fled the vehicle at 30th and Lincoln Way. Officers Moli Finau, Nelson Yu, Kevin Wong, Fred Kwan, Fidel Gonzalez, Michael Mitchell and Sgt. Steve Quon responded to the robbery. Sgt. Quon and Officer Kwan spotted the suspect walking at 43rd and Lincoln. When they confronted the suspect, he dropped the stolen Ipod to the ground and was taken into custody. Loal residents have complained to members of the Taraval Police Station and the the San Francisco Police Department Vice Crimes Division of an obvious house of prostitution on the 1800 block of 21st Avenue where men are coming and going all hours of the day and night. The Vice Crimes Division sent a decoy officer into the building who was solicited for an act of prostitution. Three suspects were arrested, one who lives in Hong Kong, one in San Rafael and one from the 1000 block of Stockton. Taraval officers assisted with the transport of the suspects to the County Jail. A resident observed two juveniles walking down the street with one of the suspects using a large stick to try several times to break the window of a parked vehicle. The attempt was unsuccessful and then the suspects tried a number of car doors attempting to open them. Officers Jamie Hyun and Matt Friedman obtained a description of the suspects and located them walking on 40th Avenue. When one of the suspects saw the officers, he threw a large stick into some foliage. The officers stopped the suspects, they were identified, and arrested for attempted burglary. The suspects reside on the 1000 block of Holloway and the 200 block of Randolph. Case #080737546

Officers Aaron Lozada and Matthew Seavey stopped a driver for a stop sign violation. The driver gave false information as to his identity. When he was finally identified, they found that he was driving with a suspended license and had a warrant from Solano County for narcotics possession and driving with a suspended license. Officers Christina Pena, Francis Feliciano, Nathaniel Manalang and Lt. Michael Caplan responded to a report of three persons engaged in malicious mischief. They detained three suspects, one of whom lives on Dukes Court who was wanted on a no bail grand theft warrant, one who lives on the 1900 block of 19th Avenue and was in possession of marijuana for sale, and one who lives on the 1600 block of 48th Avenue, who had committed an act of malicious mischief. Officers John Cvetovac, Arline Gilmore, Richard Jue, Jamie Hyun and Matt Friedman responded to the first block of Vidal where two men had been spotted trespassing and damaging property in the area. One suspect was taken into custody but the other ran away towards Brotherhood and was captured by Officers Hyun, Jue and Friedman. After an investigation, the suspects were arrested for trespassing, a malicious mischief warrant and interfering with an officer's investigation. A suspect crashed his car into a house and then ran from the scene. A local resident spotted this and chased the suspect to the first block of Castenada and held the suspect until Officers Joshua Enea and Rolando Escobar arrived on the scene. The officers determined that the vehicle the suspect was driving had been reported stolen.
